What is RUBS (ratio utility billing system)?

RUBS is a billing method that divides utility costs among tenants based on occupancy, square footage, or number of units rather than individual consumption meters.

RUBS stands for Ratio Utility Billing System, a cost allocation method used by apartment complex owners to split utility expenses across multiple units without individual meters. Instead of measuring actual consumption per unit, RUBS distributes charges based on predetermined allocation factors such as the number of occupants in each unit, total square footage of each apartment, or simply the count of units in the building.

In Austin's rental market, RUBS allows property managers to bill tenants for shared utilities like water, sewer, trash, and common area electric service. For example, a 1,000 square foot unit might pay a proportional share of building water costs based on its size relative to all other units, rather than having a separate meter. This approach avoids the capital expense of installing individual utility meters in each apartment and simplifies the billing process for properties with central utility systems.

Landlords and property managers value RUBS because it shifts responsibility for utility cost awareness to tenants, potentially reducing overall building consumption without requiring meter installation. Tenants should understand that under RUBS, they pay a fixed allocation regardless of actual usage, so water conservation in their unit does not lower their bill. Texas Property Code allows RUBS billing provided landlords disclose it clearly in the lease and comply with state regulations on utility billing accuracy and dispute procedures.
